R. Moton High School, discussed at the beginning of the chapter, was a black school in bad shape. Discuss with students if this still happens, do bad schools only happen in minority communities or are there other reasons for bad schools. What has been their experience? How could students get the government to provide more equitable schools? Do they want the government to do this?

In what policy areas is there a clear distinction for national responsibility? Are there any recent actions by political officials that may refute this?
