Detectability of of an event can be positive (before the impact), zero (at instance of occurrence), or negative (after the disruption has taken place). Please provide an example of an event for each of the three examples. 

Question 3: (Eyjafjnallajokull Volcano) Why is it an emergency management issue that most European airspace was closed for a week? How did that impact businesses and the community?
